Committee Charges

The bylaw changes reflect the following structure composed of six committees:

Executive
Advocacy
Learning and Business Development
Regional, Chapter, and Member Services

Executive Committee

The Executive Committee, comprised of the officers of the Board of Directors, provides leadership and governance to the monitoring board. This committee is dedicated to the sound and responsible operation of ASHHRA and will base its decisions on effective management and governance principles, the organization’s guiding values, and the best interest of its members.

Deliverables

• Acts as the agent of the Board of Directors between board meetings, providing advice and counsel to the executive director and the society as needed.

• Acts as the society’s finance committee and has authority to review and modify the budget between board meetings.

• Ensures overall financial health and stability of ASHHRA.

• Provides advice and counsel to the executive director and the president.

• Develops performance evaluation tools/metrics for the executive director and provides on-going guidance and feedback.

• Evaluates the executive director’s performance and hires new executive director in collaboration with the AHA, as needed.

• Addresses matters referred by the Board of Directors, as needed.

• Communicates any decisions or key issues to the rest of the Board of Directors in a timely manner, specifically within 30 days.

• Maintains collaborative relationship with AHA and its PMG liaison representative.

• Models the ASHHRA HR Leader competencies.

Advocacy Committee

The Advocacy Committee monitors national and state legislative and labor developments and researches, develops and promotes advocacy programs that represent the interests of the membership, human resources professionals and the healthcare industry.

Appointed by the president

• Ensures that the Advocacy Committee agenda and activities of the committee reflect the strategic initiatives and operational plans of the society.

• Develops annual goals for the committee.

• Manages agendas and committee activities to fulfill the committee’s goals.

• Ensures the integrity of the committee’s actions, including operating within the committee’s budget.

• In collaboration with the executive director, seeks to build collaborative partnerships with vendors and sponsors.

• Works closely with the president, Executive Committee, Board of Directors, and ASHHRA staff to execute committee plans.

• Partners with incoming chair to ensure orderly transition of committee business and operations.

Membership Criteria
Although volunteer opportunities are a recognized way for ASHHRA members to gain valuable professional development opportunities and visibility, membership on ASHHRA committees is not restricted to members. In certain cases, non-ASHHRA members may be asked to serve on various committees based on their professional experiences and expertise.

• Expressed interest in advancing the human resources profession through advocacy.

• Commitment to attend and actively participate in regular meetings.

• Awareness and understanding of the impact of legislative and regulatory action on human resources and healthcare.

• Prior experience in advocacy or legislative affairs at the state or national level is highly desired.

• Ability to write clearly and concisely.

• Ability to inspire, influence and motivate others to support ASHHRA advocacy programs and initiatives.


Deliverables

• Develops and reviews annual advocacy agenda based on feedback and input from Board of Directors, ASHHRA staff, board committees, regional consultants, AHA and other ASHHRA stakeholders.

• Serves as the single point of coordination for ASHHRA members’ “call to action” after consultation and approval by the Board of Directors or Executive Committee, as appropriate.

• Publishes regular e-newsletter providing updates and information on key legislative and labor issues.

• Publishes ASHHRA position papers on various issues with input from board and members, with board approval.

• Schedules and coordinates ASHHRA member advocacy visits to Washington D.C. as appropriate.

• Supports state advocacy initiatives as appropriate with board approval.

• Regularly communicates with regional consultants to develop advocacy committees in state chapters, as needed.

• Regularly communicates with other ASHHRA board committees on key issues that may affect their deliverables.

• Collaborates with appropriate AHA staff to ensure coordinated education, positioning and representation of advocacy issues.

• Collaborates with appropriate groups as needed on legislative issues impacting healthcare.

• Models the ASHHRA HR Leader competencies.

Learning and Business Development Committee

The Learning and Business Development Committee will assess the needs of members by analyzing internal and external market research to identify those services and product opportunities that bring value to membership.  The committee will develop programs, products and services that support ASHHRA’s strategic plan and will work closely with ASHHRA staff to identify resources to design and implement them.

• Manages agendas and committee activities to fulfill the committee’s goals.

• Ensures the integrity of the committee’s actions, including operating within the committee’s budget.

• In conjunction with the executive director, seeks to build collaborative partnerships with vendors and sponsors.

• Works closely with the president, Executive Committee, Board of Directors, and ASHHRA staff to execute committee plans.

• Partners with incoming chair to ensure orderly transition of committee business and operations.


Criteria for Membership

• Expressed interest in serving members by developing programs, products and services to provide professional development and continuous learning.

• Commitment to attend and actively participate in regular meetings.

• Prior experience in designing professional development programming recommended.

• Prior experience in business and product development desired.

• Demonstrated ability to develop relationships, i.e., partnerships with other organizations, collaborators and vendors, for the benefit of ASHHRA members.

• Ability to inspire, influence and motivate others to support ASHHRA programs, products and services.


Deliverables
• In collaboration with ASHHRA staff, develops an annual business plan that addresses current and future needs of ASHHRA members and the strategic initiatives of the society.

• Designs implementation plans for:

– Regional and national telecommunications education conferences
– Publications and reference resources
– Collaborative ventures
– Initiatives that address emerging and critical issues to members and the HR profession

• Reviews vendor proposals and offers recommendations to the board and executive director based on established collaboration criteria.

• Models the ASHHRA HR Leader Competencies.

Regional, Chapter, and Member Services Committee

The Regional, Chapter and Member Services Committee works closely with regional and chapter leaders to serve the needs of ASHHRA members by soliciting feedback from members; recommending goals and strategies; and assisting in the training and development of chapter leaders. This committee acts as the “eyes and ears” of the nine regions providing a conduit for dialogue and discussion between the grassroots membership and the national Board of Directors.

• Ensures the integrity of the committee’s actions, including operating within the committee’s budget.

• In conjunction with the executive director, seeks to build collaborative partnerships with vendors and sponsors.

• Works closely with the president, Executive Committee, Board of Directors, and ASHHRA staff to execute committee plans.

• Partners with incoming chair to ensure orderly transition of committee business and operations.


Membership Criteria
Regional consultants elected by their regions (see Regional Consultant Job Description).


Deliverables

• Creates regional and chapter membership campaigns in collaboration with ASHHRA staff.

• Promotes strong relationships between the society and its affiliated chapters.

• Manages the annual ASHHRA awards program in collaboration with ASHHRA staff.

• Creates programs that develop leadership in chapters and provides succession planning using the ASHHRA HR Leader Model.

• Communicates opportunities to the membership for participation on committees or task forces and encourages volunteer participation at the regional and chapter level.

• Supports knowledge sharing and networking opportunities at the regional and chapter level.

Nominating Committee

The Nominating Committee communicates board volunteer opportunities to members and articulates the skills and experience needed for specific board roles.  This committee is responsible for developing a comprehensive and strategic slate of candidates that meets the current and future needs of ASHHRA members. Additionally, this committee is responsible for board succession planning to ensure the continued strength and continuity of the ASHHRA Board of Directors.

• Works closely with the president, Executive Committee, Board of Directors, ASHHRA staff, past presidents and other key stakeholders to execute committee plans.

• Partners with incoming chair to ensure orderly transition of committee business and operations

One member appointed by the president with approval of the board

Membership Criteria

• Commitment to attend and actively participate in all meetings.

• Current ASHHRA member who has paid dues and has no outstanding obligations due to ASHHRA.

• Ability to identify future leaders of ASHHRA based on previous involvement with ASHHRA; demonstrated understanding of the skills and abilities needed to fill board positions; and extensive knowledge of leaders within the ASHHRA community.

• Ability to solicit interested parties to volunteer for board positions.

• Ability to objectively interview and evaluate candidates for existing board positions and build a slate of board leaders who reflect the depth and breadth of the healthcare human resources profession and the challenges that the profession faces.
 

Deliverables

• Assesses present composition of board and identifies potential board members and ASHHRA leaders who will enhance the functioning and diversity of the board.

• Determines the needs to be filled based on the strategic direction of the society.

• Works with staff to gather information on those members who have expressed interest in board-level positions and evaluates those candidates’ experience and expertise against the needs of the board, position requirements, and the strategic direction of the society.

• Recruits, interviews, and selects the most qualified candidates to be placed on the slate, based on criteria outlined in the job descriptions.

• Prepares a single slate of officers and directors for ratification by the full membership.

• Prepares a slate of candidates with at least two candidates from each Region to be elected as regional consultants by ASHHRA members in those regions.

Annual Conference Committee

The Annual Conference Committee is responsible for planning and conducting the annual educational conference.  This committee will work with other committees, the president, the Board of Directors, and ASHHRA staff to identify topics and speakers that are aligned with the strategic initiatives of the society and will provide members with a valuable professional development opportunity.

Appointed by the president for a term of one year

• Ensures that the Annual Conference Committee agenda and activities of the committee reflect the strategic initiatives and operational plans of the Society.

• Develops annual goals for the committee.

• Ensures the integrity of the committee’s actions, including operating within the committee’s budget.

• Manages agendas and committee activities to fulfill the committee’s goals.

• Works with president to ensure that conference theme is fully integrated into programs and learning opportunities.

• Partners with incoming chair to ensure orderly transition of committee business and operations.

• In conjunction with the executive director, seeks to build collaborative partnerships with vendors and sponsors.

• Works closely with the president, Executive Committee, Board of Directors, and ASHHRA staff to execute committee plans.


Criteria for Membership

Although volunteer opportunities are a recognized way for ASHHRA members to gain valuable professional development opportunities and visibility, membership on ASHHRA committees is not restricted to members only.  In certain cases, non-ASHHRA members may be asked to serve on various committees based on their professional experiences and expertise.

• Expressed interest in working as part of a team to deliver a major educational conference.

• Willingness to evaluate proposals presented; identify potential speakers and topics for the conference; and design and deliver other educational and networking events during the conference.

• Prior experience in training/education and conference planning is recommended.

• Ability to attend the conference and fulfill responsibilities during the conference, and to meet in person or via conference calls as necessary.

Deliverables

• Reviews data from previous conferences to get input from membership and presenters on possible topics.

• Designs an educational and networking program for the conference that supports the theme of the conference as well as the needs of the membership.

• Works closely with ASHHRA staff to finalize all details and promote the conference to members and non-members in the profession.

• Attends the conference and actively participates as needed.

• Provides input to next year’s conference planning committee.

• Models the ASHHRA HR Leader Competencies.
